What happens if I import the same file twice?

The review step tells you before it happens: any row you already own is marked "You already have 1 — this adds 1 more", and one tap skips all of them.

If you go ahead, you'll get a second copy of every card. Imports add, they don't merge — Cardfolio has no way to know whether your second Charizard row is a mistake or a genuine second Charizard.

If duplicates do land, tap Undo on the screen that follows the import, or later under "Past imports" — it removes exactly the cards that import added. Tapping the import button twice, or a shaky connection resending it, can't double an import: the same reviewed file is only ever written once.
